lack of imagination; lack of design; and a restricted view
of children, young people and their communities. This all
contributes to market failure in the provision of play opportunities.
It doesn't have to be like this.

as 'good' or 'best' practice examples, invitations to mere
mimicry. Rather, they are to be understood as local and particular
expressions of shared principles, values and understandings.
